The lady on the horse is actually Lady Godiva. She rode naked through the streets of Coventry one day. Her husband, Lord Leofric, was threatening to raise the taxes on the people of Coventry. When Lady Godiva urged him not to, Leofric challenged her to show herself lower than the poor. She was accompanied by nuns on this ride. The townspeople stayed indoors out of respect. According to legend, the one person who dared to look was struck blind. His name was Tom. hence the name "Peeping Tom."
