Red velvet skirt long maxi skirt. Nancy Bowen for city girl. Size 12or midi?

This is a vintage skirt. Nancy Bowen for city girl. Polyester and Lycra. The tag is extremely hard to read. I do believe it says a size 12, but I have included measurements. It is a maxi skirt red velvet. The skirt has a talon zipper. There are two little small snags on the side. From side to side the waist is 17 inches. From the waistband to the bottom hem is 36 inches.
