@bellamuffin it's fully lined-the outer layer is Sheer and it has a non sheer lining

@glohein I'm getting at least 23" across on the hips (I'd say 46" around at least) The bottom of the dress is very flowy not form fitting. I wouldn't take into account hip measurements on Joie's website when it comes to a dress-it's probably meant for pants measurements
