vintageretrorocHi 👋 @thephoenixmama yes, the waist measurement is taken along the piping. It's about 28 1/2" for a snug fit. So from shoulder to waist it's 15" and waist 21 1/4". I hope this helps. Let me know if I can answer any more questions for you😊
