If i recall correctly I belive its a slip on style as described in the listing but I can doublecheck for you. modamecouture @ashleemitt3 HI Beauty! 😄😁😃😀I am back home, thank you for your patience!😙 The skirt is slip on style. Because of the style of material is skirt does have stretch to it. The seam to seam measurement of the skirt when laid flat is about it 15".📏📏 If I stretch the skirt at the waist it can stretch to about 18" seam to seam. 😊 because of the type of material and style of this skirt, I would consider it true to size.👍I also have this skirt in a medium👍💕 Let me know if I can be of further assistance.💋
