The hips (lining) are stretchy as well and measure 20 1/2 across. Hopefully this helps 👍🏼😘

@randie21 the dress is lined so I don't think so. And I should have mentioned that when I measured the bust, I had to pull the 3" out to measure. The fabric wasn't gapping, if that makes sense.
I modeled a dress for a PFF and sent her a video on FB to get a better idea. And am happy to do so for you as well.
