sb143posh@jayrowland hi there! The top is rouched all around . From side seam to side seam directly under the armhole it’s between 13 and 14 inches . Since it is rouched with there is stretch/ give. If i gently stretch the same side to side area the measurement is about 15 or 16 inches .
