lwtodd @pct108 Hi Phoebe. It measures 33" inches from top of shoulder to bottom hem. Forever 21 sizing chart says a small dress size measures 4-6. I would say this is more of a 4. The mannequin it's displayed on is a 6, but has a tiny waist so that's why I think it is very fitted to the mannequin. It is also lined, so I always think that makes a dress more on the smaller side. Hope that helps.
