treasureusa @jjvictory if you wear a 28" you would be at least a size 30" in high waisted jeans it actually the opposite so I would measure again at your waist or get a 30" :)

treasureusa @bettybeal a 23" would be too small. A 23" waist normally has a 30-31" hips (around the butt at the biggest) a 24" will have a 33-34" hips 😊 hope that helps!
