emilyyyunI plan on wearing it more on the waist and my waist is pretty small which is why a lot of belts don't fit me!

reclaimedrose@kiaraavalos hi I would recommend measuring your hips because the smallest is goes is 35" - if you plan on wearing it high waisted which is usually what a 28" waist is then it would be too big
