If they are too tight and you would like another for yourself, I contacted the merchant I purchase these from and I will be ordering more next Friday. If that's the case and you do want another, I will give you the discounted price for the inconvenience. I think these will work though becsuse you are 15 lbs lighter than me and I'm a size 4.

kmclrs@jackieg88 sorry it has taken so long to respond, I am at work...I work 12 hour days. My daughter is modeling these gor me in the picture. She has a 25 inch waist. As you can see, there is still a little room and these have stretch to them. It will depend on how tight you like your leggings. I can also measure my last pair for you if that would make you feel more comfortable. I will be home in about 6 hours.

kmclrsLaying flat, waist is 12", hips are about 14.5"....so double those for full circumference. From top of waist to bottom hem of leg is 39" and these are high waisted so the waist csn be folded over for a shorter waist line. Inseam is 28". These have stretch as well.
