meboutique @jillyak07 38C is a bra size. Many women don’t realize that isn’t a bust size. Generally 38C would be a bust size of 40-42”. So you would need the medium.

meboutique @roy222 The small with fit an XS also. The measurements given are with stretch. I am 34” and I have this top in every color for myself. If you are smaller than 33” it would be to big but that would be considered XXS.
