Beautiful IZ Byer white blouse with triangle, dragons tail, detailed collar, size large. Very good pre-owned condition - possible faint stain on right collar that's only (maybe) present when flat (see photos 3&4), if it is it should come out easily with a stain remover or bleach (I'd try it myself but have so many allergies I don't keep heavy cleaners in the house).
