Is it supposed to flow/be loose at the skirt? And what fabric is the top? Silk?

@kmarienowak hi The bottom of the skirt is like an A-line it's flares out at the bottom a little loose and comfortable. I don't know what type of material doesn't have a label if I have to guess definitely velvet in the bottom and the top feels like a silk polyester blend.please let me know if you need anything else I'll help you as best as I can
