Are these two skirts or did you put both 1x and 16 for the same skirt? Is there any stretch?

Hi! I have 3 of these skirts in a 3x, and have then under 2 separate listings in order to advertise the sizes. Rock Steady runs VERY small. A 3x fits me and I'm a 16. A 16 is also similar to a 1x (Torrid plus sizing) as well as an XXL. All of the skirts are new with tag, never worn.

37 waist, 28 length. I have 3 of these skirts. They are listed under sizes xxl, 16 and a 1x.
Labeled as a 3x in the garment, but this brand runs very small.
