For bust, do you mean 21" across or a 42" chest, since not even the flattest chested women I know have a 21" chest measurement?

@iguanalover hi! sorry for the confusion.. i measure the bust across the chest from underarm to underarm while the top is laying flat. ideally measurements you can use to compare other tops you have and get an idea as to how it will fit. hope this helps 😊
