Hi @rescuedbeauty , so sorry for the late reply! The waist when laid flat is 13" across (high-waisted). The fabric I am not sure exactly what it is as there is no fabric tag but it is a lovely crinkly chiffon feel. It's sheer but as it is lined it is not see through. Sending you a good deal in case you decide you want it :)
