This dress is NWT. It is costume/fashion quality, but not Nordstrom quality. Perfect for Princess outfits, special events and dress up. Dress arrives in plastic bag folder to protect it from water/stains during shipping. It will need to be hung upon receipt to get out the wrinkles. (I recommend spritzing skirt with water and hanging for about a day.). NOTE: If you are unhappy with design/size/fit on a NEW product, please contact us to resolve prior to leaving a negative review. jenniferjune1 @mama_caulfield There isn't much difference in length. The width is bigger between the two. There is lining under the tulle. 3T (Shoulder to Lining) is 26.5 in & 28 in if you include tulle length. 4T (Shoulder to Lining) is 27 in long & 29 if you include tulle length. Hope that helps! :)

jenniferjune1 @gynnak I tried the 6T on my daughter and it appeared to run true to size. She is 5T/6T. Mostly all of her clothes are 6T. It doesn't run small if that is the concern. I would order your child's normal size. It is a costume-quality dress in my opinion and I like to highlight that in the listing. (It's gorgeous, but they used hard tulle and cotton lining. It looks beautiful but quality isn't high-end if that is an issue.)

jenniferjune1 @savannahdawn14 I always recommend going bigger on dresses. You can always take something in (or pin it tighter until she grows into it), but you can’t make a small one bigger. :) (I’d go with the four in this one.) ;)
