@findusales Hello Love, sorry I just seen your message. Yes the tie goes through and wraps around then ties on side. I believe it is a poly rayon blend, pretty positive. I am unable to access the skirt right now still on a vacay hold but almost over. It flows beautifully 😍I hope this helps
