Pretty Rachel Roy off the shoulders Floral dress

Pretty Rachel Roy Bright Floral dress. Off the shoulders with tie around the neck. Layered chiffon flowy material. Light elastic above the waist. (Is this called an empire waist? Not sure. If u know please comment below.) I'm 5'4" and it falls just at the knee or a tiny bit above. Great for any special day.
