could you tell me the measurements laying flat across the bust and along the bottom seam? and do you know if it runs small?

@conflict455 Hello! Flat across the chest it is 15 inches. Along the bottom it is 16 inches. (horizontally).. It does not run small, it's true to size. I am a size 12 but can range from 10-14 and this fits me well, it is stretchy.
