_xmegx_ @cdub550 Hey! =) There is one layer of tulle with the lining but it looks quite full imo the way it is sewn and because both layers are flowy as you can see in the photos. Unstretched the waist is 16-16.5 in across and stretched its about 23.5 inches. Hope that helps!❤
