Red White and Blue summer blouse or mini dress

Depending on height this price of clothing can either be used as a shirt or also a mini dress!! I am 5’4 and it is about 2/3rds up my thigh! It is very summer like and it is a looser fit. It is a tie back and has very subtle but intricate detail. It has never been worn before!!
