Is there any stretch to it? What is the measurement across the waist please?

@christinem4 yes, but a very slight stretch. I can comfortably stretch the pit to pit to 18" because of the sheer stretch fabric & gap on the back.
The stretch on the bottom half is slighter because of the heavy embroidery.
The waist is 14.25"
