Bust flat is 17, pit to pit. Waist 13 flat (minimal stretch for wiggle room). Total dress length is 41 inches.

I took the shoulder measurement flat at top of shoulders from the edge of the velvet bodice to the other. It’s a puff sleeve dress, so I wasn’t sure about including the top of the sleeves too.
Anyhow, I got 14 flat on this measurement.
