NWT Embroidered layered skirt

Absolutely adorable skirt! Brand new with tags I bought this while I was living abroad in china, but it’s just a tad too small for me and always has been. I kept telling myself it’d fit, but I think it’s time to find it a good home. Size: small to small medium, about a 28” waist, check measurements in photos. No stretch at all Closure: a hidden side zipper The embroidery is on the size and then there are 3 layers of fabric. The blue tool is under the skirt and peeks out as the third layer
