So, the Bottom part of the dress, below the strap that wraps around is actually elastic and stretchy, so it has some give...the L is 14” and the M is 13”...keep in mind, there is another inch or two of stretch. I am a size 6, 28/29 jeans and the L fit me better. Hope that helps! This is a gorgeous dress!!!
