NWT Retro skirt w/flounced hem 🎉

Dress up or down! Silk-feel retro-style black skirt with great flounce/pleating/deep ruffle at the hem. Measurements in photos. Flowy, but with enough structure for ruffle to hold its shape perfectly. Bought this at Macy’s for an event, but never wore it (my loss, your gain). NWT. Barely visible tiny spot at waist (possibly from hanger — see second to last photo).
