@dianerenee833 hi, the measurements with it laying flat are 17” waist —- 23” from pit to pit. The waist has an elastic waist band.

@dianerenee833 I wear a size Large in this and mine do not. I can not say how they will fit your wife. As you can see they are short. I just put my size large on and measured the crotch inseam and it gives me right at 3 inches.
