Is the waist elastic? And is it long enough to wear high waisted?

@love2posh915 Good Morning!!! The back half of the waistband is elastic. If this is confusing I can post another photo :) The skirt is ~15” from top to bottom so I would wear it as a mid waist skirt or high waist if you’re comfortable with it being short. Also, the fabric is very soft.
