@lolacakes88 it is substantial, high-quality material, so it definitely has a good bit of hold, but isn't overly snug--it smooths you out while still feeling comfortable. I got it again in a better size for me & it's one of my favorite skirts.

@rhooven667 laying flat it is 14", but the waist is elastic and stretches another couple inches comfortably
