Refer to photos with ruler for size. Uncertain of the specifics other than it is a Lionel Germany item, speculate from 1930s - pre WWII era and depicts a soldier in military dress uniform. Appears an early 20th century composite type material; perhaps "elastolin"? Perhaps a Prussian soldier - basing this on research of other platforms to gain info about the item.
