Is the size small really a 35.5 bust measurement even with it being oversized?

@itsjustfun hello! The numbers in the chart are not the garmentβs measurements. They are a measurements range in inches that each size will fit βΊοΈ So if your bust is between 34β-35.5β, then size S is for you. Hope that makes sense!
