NWT Measures 18" p2p, 37" length, 16" across waist. Fully lined. Gold thread randomly placed in leopard print design adds some sparkle! This coat is not waterproof, although it is polyester, so it may afford some water resistance. Also, measurements are as listed - it has been brought to my attention that the label in the coat says it's a large, but the tag says "M". I bought it with the tag attached, but I'd go with the label.

I bought the coat with the tag attached, I'd go with the label, tho. And I don't think it's a raincoat. The measurements are in the listing. Hope that's helpful!
