Waist is 32 inches around but is elastic and expands. Elastic in mint condition. No damage to skirt. Seams are perfect. Has elastic for hanging inside the waist and braided for a belt on the outside of the waist. Probably from the '60s or '70s. Sewn in the USA. I have the matching black velvet jacket in my closet. 70% triacetate and 30% polyester.
