Black Dress with White Lace Cutout Sections Size 10

This is a black polyester dress with white lace cutouts on the sleeves and the midsection. The sleeves are sheer and the bodice and the skirt have a lining which I think is just a double layer of fabric. The sizing tag says it’s and XL on the from and a US size 10 on the back. It measures 19.5 inches ptp so I’m inclined to believe it’s a size 10. There is no stretch in the fabric. I bought it thinking it was an XL, but it definitely doesn’t fit me. It’s been in my closet for awhile and needs a new home.
