BCX SMALL TIE DYE SKIRT

This is a Great skirt that I Bought Thinking it was a Large The Tag says Large but the waist says different!!! 13"is the waist and although it's stretch ,it doesn't go much past 2 inches So I have to say if your waist is 26"to28" are you a SMALL or MED? 100% Rayon Good Condition
