Glass Cruet Pitcher No Stopper

I believe this started as a cruet as it looks like there were stopper marks but no stopper was with it. I think this would be a sweet pitcher to hold a small flower or small bouquet! About 4” h x 3.25@ wide. No chips or cracks but you can see where the stopper left marks ( please see picture).
