This is a rad wearable vintage find! Hand drawn Halloween images on the cape. This would be worn with a witches hat or mask. Ties at neck. Skirt has an elastic waist, and the elastic still stretches and is good. I am calling this a child's size Medium, but please let me know if you need any other measurements.
