Hi what are the measurements please? Has the dry cleaner not been able to get marks off?

@tamarasonia straps are 7cm. Bust 41cm. Waist 63cm. Hips loose. This is a very flowy dress.
The last time I wore this was probably 2010. It was dry cleaned after that. This mark happened while I was moving a few years ago. I haven't had it cleaned again.
