Forever 21 Velour Floral Top. It it black and has a scoop neck and short sleeves. It is a size small with pink flowers but it would also fit a medium. It it a velour material so it feels like velvet. It is slightly cropped if you wear low rise pants but not with high waisted pants. Its in perfect condition with no flaws and it has hardly been worn.
