Purple Flare Dress with Cream Polka Dots, Ruche Style Belt Sz Small (runs large)

This Perceptions New York short sleeve plum dress with cream polka dots is a size Small but runs large. This comfy dress has give as it made up of 97% polyester and 3% spandex, with a flared bottom and attached ruche style belt that is gathered by a plum plastic ring. The dress is in great condition, with some wear close to the belt but it is not noticeable (see close-up photo). Measurements are below. Shoulder to Hem: 41"; Bust: 17"; Waist: 15"; Hip: 21"; Waist to Hem: 28"; and Hem (at Full Flare): 44".
