Is this true size 8 or can it expand ?

It is a size 8 as tagged by the manufacturer.
However, it can expand or squeeze in only a hair. Technically not meant to be bent as in any designer, you may risk the integrity of the ring.
I personally own this exact ring and I did squeeze it a hair to fit more snug.
