Vintage Blue Glass Tophat Ashtray

Vintage textured blue glass top hat ashtray with bullseye bottom. 3" x 2 ½" and 2 ⅞" tall. Unknown maker. Has some swirls inside the glass from what looks to be unmixed material, a manufacturing defect on the rim, and a tiny flat chip flea bite on other side of rim ( see last 4 pics ).
