Xbox 360 Slim Camo

I have an xbox 360 slim with camo skin that does not seem to work. It has the red ring that pops up not long after it is turned on. Originally when it was tested it was able to fully load up to the main screen. I am not sure what is wrong with it so it is being sold as is for parts no returns consider it broken.
