ibcdf35Hi, could you measure waist. Is this true to size? Do you know if it's been dried in dryer. Thanks

jmarsd@ibcdf35 The waist is 13” while laying flat but stretches to 16” as it is elastic. I wore it once and it may have been dried one time but not 100% sure.
