I see that it's a size 39. Is it a XS or S, since both have 39"?

@katewol hippie joeys go off of measurements from the top of one shoulder across the chest and around the back to the shoulder again. When you order new, they ask for your measurement in that way. However, I am more of a 2-4 or a small! You want the carrier to be snug in order to get the correct fit with baby! I used this with a 9month old and she would still fit comfortably at 2.5 years!
