Vintage IFI Ruffle Collar Bow Belted Secretary Dress

Approximately 70’s/ 80’s. No holes. Small spot of staining on the back right sleeve near the cuff. Hard to spot offhand. No shoulder pads or pockets. No materials tag but it feels like polyester or polyester blend. Size tag is worn but looks like a vintage size 18. I would say it’s a modern size XL based on the below measurements. Waistband is elastic. I believe the bust is meant to fit loosely. Bust: 42” Waist: 26” flat/ 36” stretched Sleeve: 23” Length: 43”
