@fredjone593 yes it is, I’ve never worn it or exposed to elements and I don’t have the original tags to know if it’s water proof but I believe it’s designed to be a rain coat. I’m a male and purchased to wear it but found that the waist cinch was pretty high So I think it may be Women’s cut.
