mazzystar3@kristyleeclary It is generally used for toner when doing a double process blonde. For example, if one bleached their dark hair blonde, they would use a 20 volume developer to lift the hair. After, To combat any orange brassy color, they would use 6 volume developer with a toner color, cooling any orange / brassy color from the original bleach. The 6 volume is gentler on hair and allows the toner color to deposit & not lift the hair again.
